Unfortunately ad requests pass through many third parties in the ad cloud network before being served, and with each handoff a tracking cookie is often placed. Many of these cookies come from companies that are not serving the ad, and in many cases the tracking ad networks may not follow the privacy policy of the host website. Further complicating the situation is that behavioral tracking is not limited to advertisers.
