Simmering in the background of the Internet world is the debate over whether the Internet should be regulated or unregulated. No matter how the debate turns out, the effect on the future of e-commerce will be profound. On one side are the providers of the telecommunications lines that the Internet relies on. They argue that they should be allowed to create tiers of service and charge whatever the market is willing to pay for Internet access.
