Former senior exec of Scotts Miracle-Gro heads new U.S. Postal Service unit

Robert Bernstock, former president and chief operating officer of fertilizer company Scotts Miracle-Gro, will focus on growth at the U.S. Postal Service as president of the newly created Shipping and Mailing Services Division.

The new division, which will account for more than $70 billion in Postal Service revenue, combines product management, product development and commercial sales. The Postal Service also named two other senior executives who will report to Bernstock.

David Shoenfeld, former senior vice president of worldwide marketing at FedEx Corp., has been named senior vice president for mailing services. Stephen Kearney, a 28-year Postal Service veteran who most recently served as vice president of pricing and classification, takes the position of senior vice president of customer relations. In his former position, Kearney worked with the Postal Regulatory Commission, industry groups and Postal Service customers to transform postal pricing from primarily cost-based to market driven.

The new division was designed to enhance the Postal Service’s relationships with businesses as well as consumers and to provide more integrated pricing in shipping and mailing services, the Postal Service says. Among the division’s projects is the Intelligent Mail Barcode, slated for implementation in May 2009, which will become the Postal Service’s new technical foundation for tasks such as accepting and processing packages, processing payments, routing packages and tracking deliveries.

By establishing the new division, the Postal Service has consolidated all activities of the barcode project under Bernstock, who has served in corporate management for about 30 years, in an effort to better execute the project, the Postal Service says. Bernstock most recently served as chairman and CEO of Securesheet Technologies, a provider of web-enabled spreadsheet technology. In addition to Scotts Miracle-Gro, Bernstock has served as senior vice president and general manager of soap products provider Dial Corp.; president and CEO of Atlas Commerce, a provider of web-enabled supply chain technology; executive vice president of Campbell Soup Co.; and president and CEO of Vlasic Foods International Inc.

The new division is an outgrowth of the Postal Accountability and Enhancement Act of 2006, which was written to streamline the Postal Service’s operations and make them more competitive, says Postmaster General John Potter.
